Staff Job Descriptions
Executive Director:
The Executive Director has complete responsibility for planning
and direction of the low-rent housing program and assisted housing
program of the Housing Authority of the Township of North Bergen,
both in management and development phases, and she performs related
work as required. She also administers the total operation of
the Authority programs, carrying out the policies of the Board
of Commissioners and applicable rules and regulations.
Executive Assistant:
Under the direction of the Executive Director, the Executive Assistance
organizes, develop, directs, integrates, and coordinates the administrative
maintenance, financial, personnel relations, tenant relations,
tenant selections and/or legal functions of all public housing
projects and/or urban renewal projects. She also establishes operating
procedures at the project level, assures proper operation and
performance of duties by project personnel, assists in preparing
complete budget and statistical reports according to public housing
regulations, conducts meetings with housing managers, maintains
cooperative relationships with community organizations, prepares
suitable reports, gives suitable assignments and instructions,
and directs the establishment and maintenance of records and files.
Housing Managers:
The Housing Manager, under direction, manages a public housing
project or projects containing less than 600 units and performs
related work as required.
Housing
Inspector - Section 8:
The Section 8 Housing Inspector inspects all Section 8 Rental
Assistance recipient apartments for the purpose of verifying that
all apartments meet the Housing Quality Standards. In addition,
he inspects each recipient's apartment on a monthly basis (prior
to anniversary date of recipient).
Housing Inspector - Public Housing:
The Public Housing Inspector inspects all Public Housing managed
apartments at least annually, making sure that they meet the Housing
Quality Standards. In addition, he inspects all apartments at
move-out, recommending repairs, etc. Prior to leasing of unit,
he re-inspects the unit to make certain all recommended repairs
and painting have been completed.
Housing Assistant Technicians - Public Housing:
Secures and verifies information in determining eligibility
and/or qualifications for Public Housing. Interviews and collects
information from applicants, assisting them in application completion
and verifying information as needed.
Director of Operations -
The Director of Operations plans, organizes, and supervises through
subordinates, the work involved in but not limited to major maintenance
repair, alteration and construction of buildings and structures;
the maintenance and servicing of heating plants, electrical, and
plumbing fixtures; the maintenance of elevators and cleaning of
buildings; and does related work as required.
Assistant Director of Operations:
The Assistant Supervisor of Operations/Grounds, under the direction
of the Director of Operations through subordinates, the work involved
but not limited to major maintenance repair, alteration and construction
of buildings and structures; the maintenance and servicing of
heating plants, electrical, and plumbing fixtures; the maintenance
of elevators and cleaning of buildings; and does related work
as required.
Supervisor of Operations - Janitorial/Custodial:
The Supervisor of Operations - Janitorial/Custodial, under direction
of the Director of Operations through subordinates, the work involved
in but not limited to major maintenance repair, alteration and
construction of buildings and structures; the maintenance and
servicing of heating plants, electrical, and plumbing fixtures;
the maintenance of elevators and cleaning of buildings; and does
related work as required.
Supervisor of Operations Grounds:
The Supervisor of Operations/Maintenance, under the direction
of the Director of Operations through subordinates, the work involved
but not limited to major maintenance repair, alteration and construction
of buildings and structures; the maintenance and servicing of
heating plants, electrical, and plumbing fixtures; the maintenance
of elevators and cleaning of buildings; and does related work
as required.
Director of Accounts:
The Director of Accounts performs a variety of clerical duties
of considerable difficulty and complexity, which involve computing,
classifying, verifying, and recording numerical data and reconciling
accounts, records, and documents in order to keep sets of financial
records complete; may supervise a small group of employees in
the maintenance of accounting records; and does related work as
required.
Account Supervisor:
The work of Supervisor of Account Clerk involves the performance
of the more complex accounts maintenance transactions and functions
which require a good understanding of the total accounting system
and well-established accounting clerical principles and techniques
involved in the processing of extremely varied transactions occurring
in a complex accounting system.
Rent Processor/Cashier Clerk:
The Cashier Clerk/PO& Requisitions, under immediate supervision,
performs varied assignments of limited complexity involved in
the receipt and disbursement of money; answers routine inquires;
may issue receipts, post, bill and/or maintain accounts; adds
and subtracts totals manually and/or uses a cash register, calculator
and/or other types of office machines; and performs related duties
as required.
Office Security Officer:
Provides
security to all buildings, maintaining intercom systems, maintaining
resident parking permit system, maintaining card entry swipe system,
maintaining security lighting system, and reviewing closed circuit
TV surveillance equipment.
Social Services Coordinator:
The Social Services Coordinator is responsible for coordinating
the social service activities that provide social service programs
for residents of Public Housing.
MOD LOCCS Administrator:
The MOD LOCCS Administrator plans, supervises, organizes and coordinates
all activities relating to the review of requests for payment
from contractors, the draw down of monies, preparation of checks,
and distribution of payment.
MOD Coordinator:
The MOD Coordinator assists the Architect in planning, supervising,
organizing, and coordinating all activities and work performed
by contractor.
Director of Section 8-Admissions & Occupancy:
The Director of Section 8 secures and verifies information in
determining eligibility and/or qualifications of Section 8 Rental
Assistance, interviews and collects information from applicants,
assists the applicants in application completion, and verifies
information as needed.
Director of Section 8-Financial & Analytical:
Directs the Section 8 Housing Choice Voucher Program. In
addition, she performs all accounting, including payables,
receivables, portabilities(outgoing), secures and verifies all financial
data performing all accounting functions including the payment
of all Section 8 Choice Voucher payments to landlords.
Senior Housing Assistant Technician:
Secures and verifies information in determining continued
eligibility and or qualification for Section 8 Housing Choice
Voucher. Interviews, collects information to determine
eligibility and/or qualification for the Housing Choice Voucher
Program. Interview and collects data and verifies
collected information from applicants/clients, calculates all
income data determining Housing Assistance payment.
